REGISTRATION OF MARRIAGE OUTSIDE SRI LANKA

We assist you to register your marriage under the Sri Lanka Marriage Registration Ordinance of 1988.

To apply for registration of marriage, at least one party should be Sri Lankan OR dual citizen of Sri Lanka, and the application to register the marriage must be submitted by that same party.

Other conditions:

  • Both parties should be eighteen (18) years of age or above as at their last birthday.
  • The parties should not have any kind of relationship prohibited in law.
  • No party should have entered into any legal marriage which is valid at the time.
  • The applicants should be living in Australia at least for 10 days at the time of submission of the marriage notice.
  • Witnesses accompanied should be 18 years of age or above. Witnesses signing for the Notice of Marriage could be the same or different from the witnesses of the registration of marriage.

REGISTRATION OF BIRTH & CITIZENSHIP OUTSIDE SRI LANKA

If you visit us and submit your application for registration of your child’s birth at our counter, we will issue your child’s birth certificate on the same day. (This is applicable ONLY for the applications submitted within one year from the date of child’s birth)
We are pleased to assist you to register the birth and citizenship of your child under the:
  1. Section 16 or Section 24 of the Birth Registration Act of Sri Lanka, and
  2. Section 5(2) of the Citizenship Act of Sri Lanka.
This is applicable to:

Children born outside Sri Lanka, who are under 22 year of age and whose father and/or mother (at least one parent) was a Sri Lankan citizen or a dual citizen of Sri Lanka at the time of the child’s birth.

If father & mother both have become Australian Citizens at the time of the child’s birth, your child is not eligible for Sri Lankan birth registration. If only one parent had held the Sri Lanka citizenship (or dual citizenship) at the time of the birth of the child, that same parent should be the “declarant” of the birth.

Notice of Marriage

Notice of Marriage and the Declaration should be submitted at least fourteen (14) days prior to the Registration of Marriage.  The Notice of Marriage will be displayed on our Notice Board for 14 days, for objections, if any.

The Notice of Marriage will be valid only for 90 days (3 months) from the date of submission. If you do not register your marriage during that period, you will have to resubmit the Notice of Marriage with all the required documents. Payment for the previous Notice of Marriage will not be refunded.

For the Registration Form B15: A letter of explanation for late registration, addressed to the “Registrar General, Registrar General’s Department, Colombo,” should be attached.   

Supporting Documents –Submission of Notice of Marriage

For each supporting document, original document + 1 set of photocopies should be submitted. [Photocopy of the Notice of Marriage OR Declaration is not required.]

All Photocopies should be submitted in A4 size.

Translations in lieu of originals not accepted.

      If he/she is a Sri Lankan, an affidavit should be given by his/her parents, siblings through the Consular Affairs Division of the Ministry of Foreign Affairs, Colombo 01 to confirm the bachelor status.

      If he/she is a non-Sri Lankan, a bachelor certificate obtained from the relevant foreign government authority should be submitted.

      Ex: If the party is an Australian Citizen and currently living in Victoria, he/she should obtain the bachelor certificate through Births, Deaths & Marriages Victoria

    4. Visa Entitlement Verification Online (VEVO) of both parties   VEVO generated on the same day of the Notice of Marriage should be submitted.
    5. Valid passports and copies of Bio-Data Page and observations page for witnesses. If these witnesses are different from the witnesses for the registration of marriage, copies of the bio data page and observation page of their passports should also be submitted on the date of submission of the Notice of Marriage.

If the application submitted by post, the relevant fee should be sent by Postal Money Order (Australia Post)/ bank draft drawn in favor of the “Consulate General of Sri Lanka in Melbourne”.  The scanned copy of the receipt will be emailed to you once your application is processed.

Registration of Marriage

The Registration of Marriage will be conducted, according to the Sri Lanka Marriage Registration Ordinance of 1988, at the Consulate General, on the date/time pre-arranged at the time of the Notice of Marriage.

Both parties should be present at the Consulate General at least 30 minutes prior to the time of the registration of marriage.

Collection of the Marriage Certificate

The Marriage Certificate will be issued on the same day.

Amendment to the Marriage Certificate

The request should be made to the District court* of the area where the italics are residing. *If Marriage registered through this office, it should be the District Court in Colombo, Sri Lanka.

Obtaining a copy of the Marriage Certificate

a) If marriage registered at this office and Marriage Certificate is issued by this office:

Please submit a request with details of the Marriage Certificate [name of the applicant, date of registration of marriage, reference no of the application (if available) etc.] via email mail@slcgmel.org prior to visiting this office for your appointment in order to search registries and ready it for collection. You can obtain the copy of the marriage certificate at our counter after submitting following application* and making the relevant payment. Applicant should provide documents to prove his identity (ex: valid Passport).

b) If marriage registered in Sri Lanka:

You must submit the following application* to the relevant Divisional Secretariat Office in Sri Lanka along with relevant documents. Your signature on the application and relevant documents could be certified through this office. The documents could only be certified if they have been issued by Sri Lankan authorities and if submitted with originals. Applicant should provide documents to prove his identity (ex: valid Passport).

  • Make a prior appointment only through the website. Appointments cannot be obtained over the phone. The staff will not be able to accommodate you, if you walk-in without an appointment as the other applicants who have prior appointments do not permit us to entertain walk-in applicants during their pre-booked timeslots.

  • Attend your appointment on time. Your delay will cause difficulties to everyone.

  • No photocopying / printing facilities available in the Consulate General premises. Please ensure to bring required photocopies / print-outs.

  • Read all information / instructions /Guidelines given in the official website of the Consulate General carefully and prepare your application. (Due to the heavy volume of work, it will not be possible for the staff to provide all information over the phone.)

  • Go through the Checklist relevant to your application before coming to the Consulate. Ensure all required supportive documents are brought in.

  • Consular fees can be paid in Cash or by Debit Card only. Tap & Pay facility is not available.

  • Always quote the Application Reference No. for inquiries

  • Visit the Consulate only between 9.15am – 9.30am and 1.30pm -1.45pm for collection of Passports / Citizenship Certificate/Verification Letters/ Driver Licenses etc. and signing of Life Certificates.

The Department of Immigration & Emigration of Sri Lanka has announced establishing of a new simplified e-Visa scheme replacing the former Electronic Travel Authorization (ETA) system to issue visas to visit Sri Lanka.
