SRI LANKAN TRAVEL DOCUMENTS

If you visit us and submit your application for registration of your child’s birth at our counter, we will issue your child’s birth certificate on the same day. (This is applicable ONLY for the applications submitted within one year from the date of child’s birth)
We facilitate submission of applications for passports by Sri Lankan citizens/dual citizens in Victoria, South Australia and Tasmania. New Passports are issued by the Department of Immigration & Emigration, Sri Lanka through this office.
This is applicable to:

Submission of forged documents (Birth Certificates, etc.) and false declarations in relation to the citizenship status is an offence. Such cases will be reported to the relevant authorities and payment already paid will not be refunded.

Eligibility for a Sri Lankan Passport

The applicant must be a Sri Lankan citizen by descent or by registration. Sri Lankan citizens who have applied for, and gained, refugee or asylum status in Australia are not entitled to a Sri Lankan passport, in accordance with Sri Lankan Immigration Laws. However, they are eligible to apply for temporary travel documents for the sole purpose of returning to Sri Lanka.

Validity of Sri Lankan Passport

The current N-Series Passports are valid for 10 years unless otherwise specified. Validity of a passport cannot be extended beyond 10 years from the date of issuance. A new passport must be obtained instead.

REGISTRATION OF BIRTH & CITIZENSHIP OUTSIDE SRI LANKA

If you visit us and submit your application for registration of your child’s birth at our counter, we will issue your child’s birth certificate on the same day. (This is applicable ONLY for the applications submitted within one year from the date of child’s birth)

Eligibility for a Sri Lankan Passport

The applicant must be a Sri Lankan citizen by descent or by registration. Sri Lankan citizens who have applied for, and gained, refugee or asylum status in Australia are not entitled to a Sri Lankan passport, in accordance with Sri Lankan Immigration Laws. However, they are eligible to apply for temporary travel documents for the sole purpose of returning to Sri Lanka.

Validity of Sri Lankan Passport

The current N-Series Passports are valid for 10 years unless otherwise specified. Validity of a passport cannot be extended beyond 10 years from the date of issuance. A new passport must be obtained instead.

Application Types

You can apply for a new passport, if your passport is expiring its validity/ already expired.

Applications must be lodged well in advance of the expiry of the current passport. However, if you are applying for a New Passport prior to one year or more to the expiry date of the current passport, you must provide a letter with the reason. If you apply after the expiry of the validity of your current passport, a penalty fee will be charged. 

 

You can also apply for a New Passport if your Passport is lost/stolen.

If your passport is lost/stolen:

It is the responsibility of the holder to inform the concerned authorities immediately. Failure to do so may result in your passport being used for illegal purposes, and you might become liable for aiding and abetting an offence. So, when your passport lost or stolen, immediately make a complaint to your local police station in your country of residence and apply for a New Passport.

Details of passports reported stolen or lost are entered in the Stolen/Lost Passport System of the Department of Immigration & Emigration, Sri Lanka, & automatically shared internationally through INTERPOL to prevent misuse. Passports reported stolen or lost are invalidated, and cannot be used for travel. If a passport reported stolen or lost is recovered, it cannot be re-validated. It must be mailed to the Consulate General and if requested, it can be returned to you after cancellation.

If another person’s lost Sri Lankan passport is found, please mail it through registered post to us at the address below:

Non- Machine Readable Passport (NMRP) is issued as a stop-gap travel document. This can be used only once and will only be valid for return travel to Sri Lanka. It is issued in lieu of a Passport expired/lost and if the applicant requires return to Sri Lanka urgently.

New Passport for children under age 16 (Minor Applicants) are issued with the consent of both the parents. 

Temporary Travel Documents (TTD): This office facilitates issuance of Temporary Travel Documents (TTDs) for the voluntary repatriation of Sri Lankans coming under the category of “unlawful non-citizens” alias “unauthorised maritime arrivals” organised by the International Organization of Migration (IOM) or “Homeward Assisted Returns Programme” (the service providers authorised by the Australian Government). 

How to Apply

Applying at our counter: You can submit your application by visiting us in person, after obtaining an appointment through our website 

  • It is mandatory for you to submit your current passport at the counter, unless it is lost/stolen. It will be returned to you on the same day, after the processing of your application.
  • If you are applying for a New Passport for a Minor Applicant;

– it is mandatory for both parents to be present at the Consulate General in order to sign the consent letter.

– details of children below the age of 16 must be deleted from their parents’ passports at the time of applying for a New Passport.

– new passports can also be issued for children born in Australia, whose birth & citizenship have been registered at the Consulate General.

Submitting application via post:

All types of applications could be submitted via post with compliance to the following instructions:

For New Passports: application (page 4), copies of all the supporting documents and one of your photographs pasted on page 2 of the application should be certified (with an official stamp) by an authorized Australian certification body (Lawyer, Doctor, Justice of Peace, Police Officer or Pharmacist).

It is mandatory to submit your current passport along with the application and it will be returned to you after cancellation, with the New Passport.

For Amendments to passport: relevant application form and certified copies of supporting documents should be submitted. Copies should be certified (with an official stamp) by an authorized Australian certification body (Lawyer, Doctor, Justice of Peace, Police Officer or Pharmacist).

The scanned copy of the receipt for the application will be emailed to you once the application is forwarded to the Department of Immigration & Emigration by this Office.

Supporting documents for a New Passport

  • For each supporting document, original document + 1 set of photocopies should be submitted. [Photocopy of the application form is not required]

  1. Three Passport Size Colour Photographs (3.5cm *4.5cm) taken within the last three months.

      • Background of the photograph should be white or blue.
      • Shadows of the scarves should not reflect on the face.
      • If you send the application via post, one of your photographs pasted in page 2 of the application needs to be certified (with an official stamp) by an authorized Australian certification body (Lawyer, Doctor, Justice of Peace, Police Officer or Pharmacist).
    1. Original Sri Lankan Birth Certificate issued by the Registrar General’s Department, Sri Lanka -Translations not accepted.
      As required by the Department of immigration and Emigration the birth certificate should be
      • Recently obtained (preferably within 6 months) from the Registrar General’s Department or a Divisional Secretariat
      • Clear and legible
      • Seal and the signature of the issuing officer should be clearly visible
    2. Sri Lankan Citizenship Certificate -applicable only if you were born outside Sri Lanka.
    3. Declaration confirming the Sri Lankan citizenship –Not applicable for Dual Citizens.
      A person who by virtue of his birth in a foreign country acquires citizenship of that country should within one year of attaining the age of 21 years renounce his foreign citizenship and notify such renunciation to the Citizenship Division of Department of Immigration & Emigration, Sri Lanka, as he will cease to be a Citizen of Sri Lanka if he fails to do so.

    5. National Identity Card (NIC) – (Only if your NIC number not mentioned in your current passport or if you have obtained a new NIC)
      If you are above 16 years of age and if you have not yet obtained a Sri Lankan NIC, a letter should be submitted by you stating your consent to obtain a new NIC upon your first entry to Sri Lanka. This letter should be addressed to the “Controller General, Department of Immigration & Emigration, Sri Lanka”
    6. (If applicable) Dual Citizenship Certificate
    7. Foreign Passport (Applicable only for dual citizenship holders)
      If you have not yet obtained a Foreign Passport you have to submit a letter confirming the same. This letter should be addressed to the “Controller General, Department of Immigration & Emigration, Sri Lanka”. Endorsement as the “holder is a Dual Citizen” will not be made in your new passport if you do not hold a Foreign Passport.
    8. Original Marriage Certificate (only if you have changed your name after Marriage) -Translations not accepted. Exception: If your name after marriage is already incorporated into your current passport, marriage certificate is NOT required.
    9. Documents to prove your Profession (If applicable)
      If you mention your profession in the application (cage no 12) you have to submit documentary proof. If you cannot prove your profession, please leave this cage empty. Please note that you can only mention the same designation mentioned in your service letter OR service agreement. 
      EX:
      • Student -Your Certificate of Enrolment (COE)/ certified copy of your Student ID Card OR letter issued and signed by the Principal of the relevant school
      • Doctor – Your Degree Certificate, Registration at the Medical Council, Sri Lanka
      • Any Other professionals (Ex: Engineer/Accountant/IT Professionals/Lawyer) – certified copy of the degree certificate along with the service letter obtained from your employer not less than 6 months old
      • Other –Service letter obtained from your employer not less than 6 months ago or duly signed valid service agreements between the employer and employee.

                             Exception: If you wish to use the same profession mentioned in your current passport, documentary proof is NOT required.

  1. Visa Entitlement Verification Online (VEVO)  obtained from the Department of Immigration & Citizenship of Australia. This can be obtained free of charge. Certificate should be less than a month old from the date of submission of the application.

Supporting documents for a New Passport for Minor Applicant (under age 16)

  • For each supporting document, original document + 1 set of photocopies should be submitted. [Photocopy of the application form is not required.]
  • All Photocopies should be submitted in A4 size.
  •  Copies of both sides of each certificate/ card should be submitted.

    • If you submit the application at our counter it is mandatory to sign this letter at the presence of an official of the Consulate General. Minor applicant is not required to accompany the parents.
    • If one of the parents cannot visit the Consulate General, the parent who submits the application at the counter should sign the application in the presence of an official of the Consulate General and signature of the other parent should be certified by an authorized Australian certification body (Lawyer, Doctor, Justice of Peace, Police Officer or Pharmacist).
    • If you submit the application via post this consent letter should be signed by both parents and certified by an authorized Australian certification body (Lawyer, Doctor, Justice of Peace, Police Officer or Pharmacist).
    • If one parent and child are in Sri Lanka and the other parent is living in Australia; the parent living in Australia can submit the consent letter after signing the same at the presence of an official of the Consulate General. He/she should submit his/her passport and copy of the birth certificate of the child, along with the consent letter.
    • If one parent and child are in Australia and other parent is living in Sri Lanka; the parent living in Australia can submit the application and the consent letter after signing the same at the presence of an official of the Consulate General. The parent in Sri Lanka should submit his/her consent letter directly to the Department of Immigration and Emigration.
  3. Original Sri Lankan Birth Certificate issued by the Registrar General Department, Sri Lanka –Translations not accepted.
  4. Sri Lankan Citizenship Certificate -applicable only if you were born outside Sri Lanka.  If it has not yet been received, please attach a copy of the yellow receipt issued by the Consulate General when you apply for the Birth Certificate of your child.

However, if the Consulate General requires, the applicant must submit the Police Report along with FORM D.Please obtain a Statutory Declaration from the Police Station when you make the complaint regarding your lost /stolen Passport. If you receive the report via online, please submit it along with a self-explanatory letter signed by you.
  7. National Identity Card (NIC) – Only if your NIC number not mentioned in your current passport or if you have obtained a new NIC.
    If you are above 16 years of age and if you have not yet obtained a Sri Lankan NIC, a letter should be submitted by you stating your consent to obtain a new NIC upon your first entry to Sri Lanka. This letter should be addressed to the “Controller General, Department of Immigration & Emigration, Sri Lanka”
  8. (If applicable) Dual Citizenship Certificate

    • Child’s Sri Lankan Birth Certificate /Citizenship Certificate
    • Letter of consent signed by both parents for deletion of the child’s name from one of the parent’s passport.

Supporting documents for a Non- Machine Readable Passport (NMRP)

  • For each supporting document, original document + 1 set of photocopies should be submitted. [Photocopy of the application form is not required.]
  • All Photocopies should be submitted in A4 size.
  •  Copies of both sides of each certificate/ card should be submitted.
  •  Copies of the bio-data page and the observation page of the passports should be submitted.

The application procedure for an NMRP is the same as for a New Passport and same supporting documents with the following additional supporting documents should be submitted:

  • Travel Itinerary (Air tickets)
  • Letter of request for the issuance of an NMRP, addressed to the “Consul General, Consulate General of Sri Lanka in Melbourne”

Supporting documents for Temporary Travel Document (TTD)

  1. Duly completed application signed by the applicant – application could be obtained from the International Organization for Migration (IOM) or Homeward Assisted Returns Program (HARP).
  2. Three (03) passport size colour photographs (3.5cm*4.5cm)
    • Both ears and the forehead should be clearly visible
    • Background of the photograph should be white or blue.
  3. Official letter issued by the IOM or HARP
  4. All the relevant documents that the applicant has at the time of the submission of the application to prove his nationality (ex: Sri Lankan Birth Certificate, Citizenship Certificate, Passport, National Identity Card (NIC), Grama Niladhari Certificate, School leaving Certificate etc.)

Payment

For Payments at the Counter:

  • Payment must be made at the time of tendering the application, and the receipt kept for reference.
  • Payable by Debit Cards. Tap & Pay facility not available.
  • Personal/Company cheques, Credit Cards not accepted. 
  • All payments are non-refundable.

For Applications submitted via post – the relevant fee should be sent by Postal Money Order (Australia Post)/ bank draft drawn in favor of the “Consulate General of Sri Lanka in Melbourne” along with the certified application and relevant documents.  The scanned copy of the receipt will be emailed to the applicant after the application is processed.

Collection of the New Passport / Amended Passport

Your application for a new passport/ amendments of passport will be forwarded to the Overseas Mission Division of the Department of Immigration & Emigration, Sri Lanka. The arrival of the new Passport/ approval for the amendment will be notified to you by email.

Please note that a specific time period for the issuance of your passport cannot be guaranteed.

The old passport will be cancelled by the Controller, Immigration & Emigration before issuance of your New Passport. Therefore, applicants are advised to refrain from travelling to Sri Lanka using the previous passport, after the application is submitted and until the new passport has been received. 

Collection from the Counter: You do not need to obtain a prior appointment for collection of the Passport.  You can collect the new passport by visiting the Consulate General between 9:15 – 9:30am OR 1:30 – 1:45pm on any working day.  Please check our website  for any public holiday closures prior to visiting us. It is mandatory to bring your current passport along with the receipt issued by the Consulate General at the time of the submission of your application for collection of your new passport/amended passport.  Your current passport is required to be cancelled once new passport is issued. If you have already submitted your current passport to this office, it will be returned along with your New Passport or after amending your passport as per your request. For collection of new passport/ amended passport by a third party, you are required to provide the third party with an authorization letter, the receipt issued by the Consulate General at the time of the submission of your application and your current passport.

Collection by post: 

If you wish to receive your new passport/amended passport via registered post, please email to mail@slcgmel.org with your name, passport number, application reference number and the postal address.

If you have not submitted your old passport at the time of submission of the application, your old passport should be sent for issuance of your New Passport. If you have already submitted your current passport to this office, it will be returned along with your New Passport or after amending your passport as per your request.

The tracking number will be emailed to you to follow-up once your passport posted.

Once the new passport is received, the Australian Department of Home Affairs must be notified. Details can be updated via your Immi Account or by completing Form 929

Submission of the Biometric Data in Sri Lanka

As per Section 35(a) of the Immigrants and Emigrants Act No 20 of 1948 as amended in 2015, the Department of Immigration and Emigration is required to collect Biometrics from passport applicants. The Department has introduced a new procedure to collect the fingerprints of passport holders whose passport has been issued through Sri Lanka Diplomatic Missions after 01st November 2017. The procedure requires every passport holder aged 16- 60 years to provide biometrics (fingerprints and digital face image) to the Department upon their first entry to Sri Lanka.

You are advised to arrange your travel in a way that allows sufficient time to provide your biometrics to the department. Biometrics can only be submitted at the locations below on any working day between 8am-2pm except public holidays).

Biometrics cannot be provided at the airport. You are advised to provide your biometrics prior to departure from Sri Lanka, as failure to do so will prevent you from leaving the country.
Biometric Data Acquisition is conducted free of charge. No payments are required.

  • Make a prior appointment only through the website. Appointments cannot be obtained over the phone. The staff will not be able to accommodate you, if you walk-in without an appointment as the other applicants who have prior appointments do not permit us to entertain walk-in applicants during their pre-booked timeslots.

  • Attend your appointment on time. Your delay will cause difficulties to everyone.

  • No photocopying / printing facilities available in the Consulate General premises. Please ensure to bring required photocopies / print-outs.

  • Read all information / instructions /Guidelines given in the official website of the Consulate General carefully and prepare your application. (Due to the heavy volume of work, it will not be possible for the staff to provide all information over the phone.)

  • Go through the Checklist relevant to your application before coming to the Consulate. Ensure all required supportive documents are brought in.

  • Consular fees can be paid in Cash or by Debit Card only. Tap & Pay facility is not available.

  • Always quote the Application Reference No. for inquiries

  • Visit the Consulate only between 9.15am – 9.30am and 1.30pm -1.45pm for collection of Passports / Citizenship Certificate/Verification Letters/ Driver Licenses etc. and signing of Life Certificates.
